廉政保证金制度是一种以年金方式提取一定数额的资金准备,通过累积效应增加腐败成本,约束和激励公职人员廉洁奉公的保廉机制。军队建立廉政保证金制度,有利于推进我军反腐倡廉工作和加强干部队伍建设。我军具有可靠的组织保证和坚实的思想基础,这为建立廉政保证金制度提供了良好的基础和条件。军队建立廉政保证金制度应突出体现军队特色,把握好改革的时机,同时,要搞好理论研究与制度设计,完善制度配套措施。
