目前我国科技人才存在着创新能力不足的问题,其原因十分复杂,主要包括应试教育对学生创新能力培养的制约、科研系统管理的“官本位”思想、缺乏完善的人才评价标准、科研经费投入不足,以及知识产权保护制度的不完善等。加强创新人才队伍建设,需要从人才政策等多方面着手,建设有利于创新人才脱颖而出的制度。
