作者认为,实行企业全员承包经营责任制的实质是要贯彻民主管理企业,实现劳动群众当家作主。企业全员承包与实行厂长负责制并不矛盾。企业全员承包决不等于“共同负责导致无人负责”。相反,在民主选举厂长的基础上实行厂长负责制,厂长的权威可以得到增强,对厂长的选择也可以引入竞争机制。
The author believes that the essence of implementing the responsibility system for the contracted management of all employees of an enterprise is to implement democratic management of the enterprise and to ensure that the working masses are the masters. There is no contradiction between the contracting of the company’s employees and the implementation of the director’s responsibility system. The contracting of all employees in the company does not mean that “joint responsibility is responsible for no responsibility”. On the contrary, the director responsibility system is implemented on the basis of the democratically elected director, the authority of the director can be enhanced, and the selection of the director can also introduce a competition mechanism.
