在改革中河北省霸州市公安局党委和刑警大队领导积极探索,明确了向激励机制要素质、要战斗力的思想,针对各刑警中队的特点,研究制定了一整套用人竞争激励机制。严把进人关,建立定期的刑警资格考核制度要更好地落实竞争激励机制,就必须要有一个素质的刑侦队伍作保障。在新的刑侦队伍的组建过程中,霸州市公安局明确了人、财、物向刑侦部门倾斜的思想,要求全局民警无论在哪个部门、担任什么职务,只要刑侦部门要,必须无条件服从。从而使新成立的刑侦队伍30岁以下的占69%;公安专业学校毕业生占56%;党员占刑警大队的64%。同时刑警大队对刑侦民警进行了经常性的政治业务学习培训,建立了刑警资格考核制度,每年对在岗的全体刑侦民警进
