随着我国公路运输的发展,许多省、市(自治区)开始建设高速公路和一级公路。这是耗资巨大的建设项目。竣工后如何使用才能发挥其最大经济效益;该不该对道路使用者收费;在什么情况下收费以及如何制定费率;制定收费政策以什么经济理论为基础。对这些重要的运输经济课题,本文做了理论分析,确定了收取过路费的条件及制定最佳费率的原则,并对国际上典型的公路收费使用实例做了分析。它对我国高级公路的使用有参考意义。
With the development of road transport in our country, many provinces, municipalities and autonomous regions begin to construct highways and first-class highways. This is a costly construction project. How to use it after it is completed can its maximal economic benefits be demonstrated; whether it should charge road users; when and how fees should be set; and based on what economic theory the charging policy is formulated. For these important issues of transportation economy, this article makes a theoretical analysis, determines the conditions for collecting tolls and the principle of setting the best rates, and analyzes the typical examples of the use of tolls in the world. It is of great significance to the use of highways in our country.
