据目前研究成果,南水北调西线工程的最大可调水量为190~200亿m3,其中从雅砻江调水40~50亿m3,大渡河调水50亿m3,通天河调水100亿m3。西线调水以后,减少了原河道的径流量,改变了当地径流分配,可能对调水区水力发电、工农业用水、漂木、航运、生态环境等几个方面产生不利影响。本文对各方面可能产生的不利影响进行了初步分析,结果表明:西线调水对调水区影响最大的是水力发电,但其影响是有限的;调水对雅砻江、大渡河局部河段的漂木有一定影响,可采用水运改陆运或其他措施予以补偿;调水对调水区的工农业用水、航运及生态环境的影响甚微。
According to the present research results, the maximum adjustable water volume in the project of water diversion from the South to North Water Diversion Project is between 190 and 200 billion m3, of which 40-5 billion m3 are transferred from the Yalong River, 5 billion m3 are transferred from Dadu River and 10 billion m3 are transferred to Tongtianhe. After the water diversion in the west route, the runoff of the original river channel is reduced and the local runoff distribution is changed, which may adversely affect hydroelectric power generation in diversion areas, water for agriculture and industry, drift wood, shipping, and ecological environment. This article has carried on the preliminary analysis to the various possible adverse effects, the result shows that: the western water transfer has the most influence on the water transfer area, but its influence is limited. The water diversion to the Yalong River, the Dadu River Paragraph wood has a certain impact, can be transported by water or other measures to compensate for land; water diversion area of industrial and agricultural water, shipping and the ecological environment has little effect.
