我們机关的文書处理工作是采用混合原則的,外收發收到的文件,凡註明某一部門的直接送該部門处理;沒有註明部门的由办公室根据文件內容批轉有关部門閱处,并进行催办。發文需要答复的,由發文单位进行了催办。各部門的發文由各部門直接送外收發發出;用机关名义的發文,办公室与各部門如何分工現在还没有明确规定,大体上办公室拟稿和經过办公室修改的由办公室發,部門拟稿沒有經过办公室修改的,由部門發。办公室的催办工作过去就建立过,沒有坚持下来,前年第四季度又开始恢复,一直到现在沒有間断。現在分几个問題說明我們是怎样进行催办工作的。 (一)催办的范围。收文大体上可以分为兩种:一种是需要办理的;一种不需要办理,只是给收文单位知道一下就行了。后一种文件又有兩种不同的情况:
