以市场需求为导向,以结构调整为中心,以科技进步、技术创新、体制创新为动力,以老企业改造为基本途径,以加入WTO为契机,重点发展池窑拉丝玻璃纤维、玻纤制品深加工等先进技术,把发展高新技术及新产品作为替代进口、扩大出口的新的增长点,使我国玻纤工业全面迈入健康发展轨道。这是中国玻璃纤维工业协会2003年工作会议提出的行业发展总体思路。
