改革产权制度,理顺劳动关系,全力以赴打好国有企业改革攻坚战,是当前全市的一项重点工作。去年11月,针对各县(市)区改革任务基本完成的实际,市委、市政府专门召开市属企业改革工作会议,明确提出要在今年基本完成市属企业产权制度改革,理顺劳动关系。经过一年扎实工作,市属企业两项制度改革已经取得了重大进展。据市国企办最新统计,市本级需产权制度改革的204家企业,已有104家基本完成任务;市属企业已经有31609人理顺了劳动关系,占应理顺职工总数的28%。剩下的企业大部分改革方案已经批准,即将组织实施。
Reform of property rights system, straighten out the labor relations, and go all out to lay the foundations for the reform of state-owned enterprises, is currently a major focus of the city. In November last year, in response to the actual completion of the task of reform in all counties (cities) and districts, the municipal party committee and municipal government held a special meeting on the reform of municipal enterprises and clearly proposed to basically complete the reform of the property rights system of municipal enterprises this year and rationalize labor relations. After a year of solid work, the municipal enterprise reform of the two systems has made significant progress. According to the latest statistics from State-owned Enterprises in the city, there are 104 enterprises in 204 enterprises that need to reform the property right system at municipal level. Some 31,609 people in municipal enterprises have rationalized their labor relations, accounting for 28% of the total number of employees. Most of the remaining enterprises have approved the reform program and will organize the implementation.
