国家资产因腐败大量流失,威胁到国家经济发展,也严重影响政治和社会的稳定。为进一步促使基层检察机关在境外追逃追赃工作中扮演更为重要角色,应构建更适当的激励机制加以引导。现有激励机制存在着方式不够丰富、效果不够明显的不足,本文认为应采取正负激励相结合的基层检察机关境外追逃追赃激励机制,要强化相关激励手段的使用力度和频次,简化激励手段的运用程序,从而更好促使基层检察机关境外追逃追赃工作取得更多的实效。
The massive loss of state assets due to corruption threatens the country’s economic development and seriously affects political and social stability. In order to further promote the procuratorial organs at grassroots level playing a more important role in the pursuit and recovery of goods abroad, more appropriate incentive mechanisms should be established to guide them. The existing incentive mechanism is not rich enough, the effect is not obvious enough shortcomings, this paper believes that positive and negative incentives should be used to combine the grassroots prosecutors at home outside the pursuit of incentive mechanism to chase stolen goods, to strengthen the use of incentives and frequency of use to simplify incentives The use of procedures to better promote the grass-roots procuratorate organs to pursue more stolen goods to achieve more results.
