1999年,我处在省航道局和市交通局的正确领导下,迎着沸沸扬扬的费改税舆论,战胜形形式式的逃漏缴困难,全年征缴航养费4489.8万元,超前完成省航道局下达的年度考核目标的16.6%,夺取了全省航养费收入“三连冠”。成绩的取得,主要来自下述三个方面: 一、正确认识征收形势,化困难为机遇 1998年下半年起,费改税的舆论日益强烈,给交通规费征收工作带来新的困难。一方面,对征缴对象,增加逃漏缴心理,有的船民昼伏夜航,逃避检查;有的软缠硬磨,一拖再拖;有的打帮结伙,公然抗缴。另一方面,对我们征收人员,费改税何时改?1999年能征多久?也心存疑虑,有的站领导认为抓不抓无所谓,有的职工认为征不征无所谓,还有的可能想借机捞一把,……
