一位中央领导下去搞调查研究,省委书记陪同,一路上得到的反映是各级领导都在认真学习十六届四中全会文件,而且已经在认真贯彻落实。在一个相当级别的干部座谈会上,中央领导就问大家四中全会的文件学习了没有?大家回答说,都学了。再问执政党要提高“五种执政能力”都知道吗?回答说,都知道!又问,具体是提高哪五种能力?没人回答了;领导启发说,知道一种也行,还是没人吭声。这位领导很感慨地对陪同的省委书记说:看来还得认真学习呀。
