2001年9月,河南省曾下发过撤并乡镇工作意见的文件,要求对平原、丘陵地区3万人以下,山区区域面积不足100平方公里、人口不足2万的乡镇进行撤并。由于缺少相关配套政策,人员无处分流,乡镇债务难化解等原因,那个文件精神并没有得到贯彻、落实。2005年9月初,河南省委、省政府再次发文要求,今年年底前将对辖区人口达不到规定标准的乡镇进行撤并。这次改革共涉及全省范围内470多个乡镇。按照两个或三个并一个的原则,该省大约可减少乡镇200余个。那么,这次的乡镇撤并能否顺利进行呢?本刊特约记者展开了深入调查。
