本文以“以人为本”的现代教育理念为出发点,以《公安教育发展“十五”规划》为参照系,系统揭示目前公安高校在提高教学质量与管理水平工作中存在的羁绊,深层次剖析这些问题的根源及其对公安教育事业的危害,提出改变以监控制约机制为主的教学管理模式,创建一个以人为本、以激励导向为主、以制约机制为辅的教育教学管理新体系,形成健康有序、宽松和谐、开放高效、激励创新的管理机制和育人环境,造就21世纪所需的具有综合素质高、业务能力强的公安专业高级人才。
Based on the concept of “people-oriented” modern education, taking “the Tenth Five-Year Plan” of public security education development as a reference system, this article systematically reveals the fetters existing in public security colleges and universities in improving their teaching quality and management level and deeply analyzes these problems And put forward the teaching management mode which is mainly based on the monitoring and control of the restrictive mechanism.
