我国港口建设从一九七三年周总理号召要改变港口落后面貌起到一九八五年,特别是十一届三中全会后,党的十二大报告中把能源交通建设作为实现国家战略目标的战略措施,港口建设成为国家建设的一个重点,并进入了蓬蓬勃勃的发展时期,全国港口建设的规划布局逐步形成。在这一时期内我们一航局及一航院分工负责北方沿海港口建设并支援兄弟局共同完成了北仑港的建设任务,在国外完成援建马耳他三十万吨干船坞及码头的任务,并参加马耳他深水防波堤的建设和正在西非海岸援建毛里塔尼亚友谊港。
