随着我国市场经济的不断深入发展,流动人员的增加,传统的人事档案管理工作出现了一些问题。导致人事档案内容陈旧单一、功能弱化,擅自弃档、擅自造档、擅自建档、擅自扣档、个人携带档案等行为越来越多,严重影响了人事档案的真实性权威性,降低了人事档案的可信度。主要对这些问题的原因进行详细的分析,并提出对人事档案管理的创新设想。
