当前,烟叶生产的基础设施已基本完善,专业化服务范围逐步扩大,现代烟草农业的发展重点已由完善硬件设施向精益管理、精准作业的软件升级跨越。国家局、贵州省局亦相继出台了相关文件,要求建设精益管理体系、产生管理效益,全面实现精益管理或将成为烟草商业未来发展的关键目标之一。烟叶精益生产管理体系的建设目标,就是要将技术、信息、人力、物资等生产要素内化为烤烟生产中的价值流,并严格控制价值流的投入成本与产出效益,创造管理利润,提升企业核心竞争力。烟叶精益生产管理作为现代烟草农业建设的延伸和拓展,与标准化、GAP管理的关系密不可分,需要以开展专业化服务培训和生产机械升级为基础,以推行小组制管理、工位化作业为载体,以过程信息反馈、关键质量监控、末端效益评价为考核依据。
