现阶段已进入以信息爆炸为特征的“网络社会”。在此背景下,公共领导者信息能力的培养亦呈现出从信息获取转向信息提炼、从个人信息素养提升转向信息支撑体系建构与驾驭、从以事为中心转向以人为中心等方面的新转向。因此应创新思路,着重从提升领导者个人信息能力、促进政府内部信息机构的改革、鼓励私营部门和非政府组织参与信息生产和供给的竞争、鼓励信息供给的多渠道分流和互补、有意识地促进专业人员学科基础的多元互补等方面加以建构。
