(一)国家与企业的关系。在现行的经济体制下,国家与企业在根本利益上是一致的,提高经济效益不仅是增加微观效益,更重要的是扩大宏观效益。因此,应从国家整体利益出发,集中力量打好总体战。(二)内因与外因的关系。搞好国营大中型企业,提高经济效益,必须以内因为主,坚持改善外部环境和练好企业内功的辩证统一。国家要为企业的生产发展提供良好的条件。企业要真正深化和完善内部各项配套改革,增强效益观念,充分发挥主观能动作用,挖掘潜力,强化管理,节能降耗,促进技术改造和技术进步。
