我国人民民主专政制度和政党制度具有先进性和优越性。人民警察应当认真学习人民民主专政理论,衷心拥护我国的政党制度,自觉接受共产党的领导,维护其执政党地位。要发展高度民主的公安工作,提高人权观念,推进人民治安战略,大力加强群众对公安的监督。要不断加强公安机关的专政职能,明确“专政”是一个发展着的历史概念,明确国家不能没有专政的重要历史规律,明确专政不能背离人民民主原则这一严格的政治命题,更好地把公安机关的民主职能与专政职能结合起来。
Our people’s democratic dictatorship system and party system are advanced and superior. The people’s police should conscientiously study the theory of people’s democratic dictatorship, sincerely support the party system in our country, conscientiously accept the leadership of the communist party and safeguard its ruling party status. We should develop highly democratic public security work, raise the human rights concept, promote the people’s peace and security strategy, and vigorously step up supervision by the masses over public security. It is necessary to constantly strengthen the dictatorship function of the public security organs and make it clear that “dictatorship” is a developing historical concept. It clearly states that the country can not rule out the important historical laws of dictatorship and that the dictatorship can not deviate from the strict political proposition of the principle of people’s democracy. Combine the democratic functions and dictatorship functions of public security organs.
