邵力子(1881—1967),原名夙寿,字仲辉,浙江绍兴陶堰乡邵家楼人。前清举人。上海震旦书院毕业,早年加入同盟会,曾与柳亚子发起组织南社,主持上海《民国日报》。曾任黄埔军校秘书长,甘肃、陕西省主席,国民党中央宣传部长,中央监察委员,又曾任驻苏大使,国民党参议会秘书长及旧政协会议国民党代表等职。1945年国共和谈期间,奔走折冲,对和平颇为尽力,故有“和平老人”之称。解放后任民革中央常委、副主席,全国政协常委,政务院政务委员,华侨事务委员会委员,中苏友协总理事,全国文联委员等职。1933年5月5日邵力子奉国民党政府命令任陕西省政府主席。1933年6月20日至1936年12月21日在陕西主政期间,立志开发西北和陕西,邵力子经常说:“要开发西北,先要救济
