1986年大冶县财政局会计事务管理机构正式成立。当时这个管理全县近3,000名会计人员的新单位,仅配备一位23岁的中专毕业正在攻读电大的青年为负责人,和一个已逾知天命之年的老会计师,蜗居在一个不足15平方米的房间里,开展全县会计事务管理工作。有人怀疑:两个人能搞全县会计事务管理工作?也有人担心:会不会误事? 的确,艰难的创业还刚刚开始。为了解决培训场地,他们采取单位自学和集中学习相结合的办法,在各主管局的协助下联系教室。为了解决人员问题,局领导给予大力支持,安排从事多年财政工作,有丰富工作经验,现已退休的老同志协助工作,还聘请了一个临时工。为了解决电教设备,在省财政厅的大力支持下,又从财政局经费中拨出资金5万元购回电视和录放机。当年就进行专业技术培训两次,共达864人次,有的班通过考试评定,及格率达90%,高于省厅提出的水平。与此同时,还会同乡镇企业局办了《会计证》辅导班,受到各方的好评。1986年该股被评为出席县委、县政府和县财政系统的先进集体。
