新中国成立之初，腐败现象悄然滋长并逐渐蔓延。1951年11月1日．毛泽东接到中共中央东北局书记高岗的报告．这是有籍可查的第一份直接反映党内腐败现象的报告．称沈阳市仅在部分单位中就揭发出3623人存在贪污行为。之后，来自西南局、北京等地也相继向中央递上了类似的报告。
