黄土丘陵沟壑区占晋西总面积的52.1%,水土流失是本区多灾、低产、人民生活贫困的主要根源。实践证明,搞好水土保持治理是改善生态环境,抗灾高产的根本措施。但是水土保持效益,不仅与治理措施的规格质量有关,更与各项措施构成的生态环境有密切联系。本文根据笔者多年来在本地区的试验研究及实践体会,从合理利用自然资源,发展当地生产出发,针对水土流失规律,提出建立水土保持生态系统的浅见和检验治理合理性的指标。为提高水土保持投资效果,提供了依据。
Loess Plateau hilly and gully areas account for 52.1% of the total area of Shanxi Province. Soil and water loss is the main source of extraordinarily disaster-prone, low-yielding and poor people’s livelihood in this area. Practice has proved that doing a good job of soil and water conservation management is to improve the ecological environment, disaster-proof and high-yielding fundamental measures. However, the benefits of soil and water conservation are not only related to the quality of the specifications of governance measures, but also closely linked to the ecological environment formed by various measures. Based on the author ’s experimental research and practical experience in the region for many years, this paper, based on the rational use of natural resources and the development of local production, puts forward the suggestion of establishing the ecosystem of soil and water conservation and the reasonableness of the management.
