目前,群众集体上访呈上升趋势.据湖南省衡阳市信访办和市纪委信访室统计,1998年比1997年集体上访数上升34.5%以上,1999年1—3月又比去年同期上升50%以上.少数地方上访群众围堵党政机关,阻碍交通,甚至围攻党政干部、打砸党政机关,严重影响了社会安定和经济发展.因此,必须对集体上访进行系统分析,采取过硬措施和对策,及时、有效地解决集体上访问题.
