自1998年以来,我省各地广泛开展了小型水利工程的产权制度改革,极大地调动了广大农民和社会各界兴修水利的积极性,不仅强化了工程管理,有效地减轻了农民负担,而且与农村市场经济体制相衔接,实现了水利投入的效益回归,加速了水利产业良性运行的进程。但是,由于种种原因,苏南地区的国有机电泵站改革进展相对缓慢。最近,省水利厅徐俊仁副厅长带领有关处室的同志,就金坛市国营、集体泵站的改制情况进行了调研,总结了该市取得国营泵站改制突破的成功经验,起草了“国有泵站改制的成功探索——金坛市小型水利工程产权制度改革调查”一文,这篇文章中总结的经验和做法对于全省国营、集体泵站改制,尤其是苏南地区的小农水产权制度改革具有一定的借鉴意义。
