目的:研究科尔沁区乡镇(苏木)卫生院卫生人力资源配置现状与公平性,阐述其存在的问题,提出解决方案,为内蒙古少数民族地区基层卫生院卫生人力资源合理配置、和谐社会建设和政府决策提供科学依据。方法:采用整群分层随机抽样的方法对科尔沁区乡镇(苏木)卫生院2004-2008五年间卫生人力资源配置情况进行调查,结果采用SPSS15.0软件进行处理。结果:2004-2008五年间科尔沁区乡镇(苏木)卫生院拥有卫生技术人员数稳中有升;本科及专科学历的卫生技术人员学历层次有所提高,但中专及以下学历的卫生技术人员仍然占有较大的比重;高、中、初三级卫生技术人员数量也有所增加,其职称以初、中级为主;31~55岁之间的卫生技术人员占绝大多数。结论:2004-2008五年间科尔沁区乡镇(苏木)卫生院在卫生人力资源配置方面取得了可喜成绩;同时也面临着卫生技术人员缺乏、总体素质不高、技术水平有限、护理资源配置公平性较差等诸多问题急需加以解决。
Objective: To study the status quo and equity of health human resources allocation in township (Hemu) hospitals in Horqin district, to elaborate its existing problems and propose solutions to provide reasonable allocation of health human resources for grass-roots hospitals in Inner Mongolia ethnic minority areas, construction of harmonious society and government Provide scientific basis for decision-making. Methods: The cluster stratified random sampling method was used to investigate the distribution of health human resources in the township (Hemu) hospitals in Horqin district from 2004 to 2008. The results were analyzed by SPSS15.0 software. Results: From 2004 to 2008, the number of health technicians in villages and towns (Hemu) hospitals in Horqin district steadily increased. The education level of health technicians with undergraduate and professional qualifications increased. However, health technicians with secondary technical qualifications and below Still occupy a larger proportion; the number of senior, middle and junior level health technicians also increased, and their titles are mainly junior and intermediate; health technicians aged 31 to 55 accounted for the majority. Conclusion: The township (Hemu) hospitals in Horqin district have made gratifying achievements in the allocation of human resources for health in 2004-2008. At the same time, they face the shortage of health technicians, the low overall quality, the limited technical level and the fairness in the allocation of nursing resources Poor and many other issues in urgent need of solution.
