1959年到1961年,由于“大跃进”和人民公社化运动的“左”倾错误,许多地区因食物不足营养不良而普遍地发生浮肿病,非正常死亡人口迅速增加。因为“反右倾”运动损害了党内民主生活,干部群众都不敢讲话。但是,1960年9月,湖南湘潭和湘乡的两个农民终于站出来了。
