《中华人民共和国招标投标法》第四十一条对中标条件作了明文规定,人们通常简称为:综合评价法和最低投标价法。电力物资招标工作的长期实践证明:“综合评价法”和“最低投标价法”互相补充,各有优长、各有侧重,招标进程中应当联系实际,优先采用“最低投标价法”,谨慎选择“综合评价法”,以保障招标工作的圆满成功。而且,随着我国市场经济的发展和完善,执行“最低投标价法”乃大势所趋。
Article 41 of the Law of the People’s Republic of China on Bidding and Bidding provides expressly the conditions for winning the bid.
