年初,读了1987年第6期《邮电企业管理》刊载的尹广沛同志写的《实行分权管理,增强基层活力》的文章后,认为这是改革的方向,有益的探索,应该学习、推广。但就在各地正在研究如何深入改革,进一步把企业搞活,加快发展通信生产力的时候,又读了石华同志来函《市话经营服务工作应集中统一管理》(见1988年第2期《邮电企业管理》),函中认为,沈局作法“不是经验,而是教训,”应该“纠正过来”。下面,谈点自己的看法。是经验还是教训——看效果在一文一函中,给人们提出一个尖锐的问题:邮电通信发展缓慢,是管理不统一造成的,还是思想上的墨守成规造成的?我认为是后者,而不是前
