西部大开发战略在我国区域经济发展中处于优先地位,建立资金投入保障机制可以从制度上保障西部大开发资金投入数量最优、效率最大、平稳持续。西部大开发资金投入保障机制的组成可以从投入主体、投入方式、资金结构、制度设计、政策目标等角度分析。具体构建西部大开发资金投入保障机制的政策建议有完善财政资金保障方式、增大税收政策支持力度、重视金融政策支持作用、建立企业投资诱导机制、加强资金投入协调配合等。
The strategy of developing the western region takes a leading position in the development of regional economy in our country. Establishing a mechanism for safeguarding capital investment can ensure that the amount of capital invested in the western development project is the best, the most efficient and stable in system. The composition of the guarantee mechanism for capital investment in the western development can be analyzed from the perspectives of the main actors, methods of investment, capital structure, system design and policy objectives. The specific suggestions on how to set up a mechanism for guaranteeing capital investment in the development of the western region include improving the ways for securing financial funds, increasing the support for tax policies, attaching importance to the role of financial policy support, establishing a mechanism for inducing investment in enterprises, and strengthening the coordination of fund inputs.
