美国水土保持学会第66届国际学术年会于2011年7月17—20日在美国首都华盛顿举行。会议主题是“资源保持的科学与政策:全球视野及其应用”。会议以大会报告、口头分会场报告、座谈会、欢迎宴会、会员论坛、展板、会议考察等多种形式为与会代表提供了交流平台。其中,大会报告密切关注全球化对资源保持政策和实践的影响途径这一重大话题,从“农耕对未来粮食安全、生态系统服务和农业政策影响”、“全球粮食与水资源可持续供给的战略抉择”、“水土资源保持及其管理如何减缓和适应气候变化”等三个方面进行探讨。而分会场报告和座谈会则从水土资源和生物能源的理论技术、政策实施及其影响、地表水-土-碳过程的机理与规律、资源保持法律法规及其创新机制等若干层面进行了深入研讨。本次大会中所凸显的“4R”资源优化配置方案、农民是减缓和适应气候变化的主力、政府—科研院所—企业集团无缝对接等观点与新理念对于开展水土自然资源保持和生态保育、实现产学研紧密结合、维护和谐的人地关系等都具有重要启示和价值。
The 66th International Academic Annual Meeting of the American Soil and Water Conservation Society was held in Washington, the capital of the United States on July 17-20, 2011. The theme of the conference is “Science and Policy on Resource Conservation: A Global Perspective and Its Applications.” The meeting provided an exchange platform for delegates in various forms, such as report of the meeting, verbal sub-forum report, symposium, welcome banquet, membership forum, exhibition board and meeting inspection. Among them, the congressional report paid close attention to the major topic of globalization’s impact on resource preservation policies and practices. From the perspective of “Implications of Farming on Future Food Security, Ecosystem Services and Agricultural Policies”, and “Sustainable Global Food and Water Resources Supply strategic choice ”, “ water and soil resources management and how to mitigate and adapt to climate change ”and other three aspects to be explored. The sub-forum report and symposium conducted in-depth study from the aspects of theories and techniques of soil and water resources and bioenergy, implementation of policies and their impacts, mechanism and laws of surface water-soil-carbon processes, laws and regulations on resource conservation and their innovative mechanisms Discussion. In this conference, the “4R ” resource optimization plan promulgated by the General Assembly pointed out that peasants are the main force for alleviating and adapting to climate change, and the viewpoints and concepts of seamless connection between the government, research institutes and enterprise groups, Ecological conservation, the close combination of industry, education and research, and the maintenance of harmonious human-earth relations all play an important role in enlightenment and value.
