从9月1日起,修改后的《中华人民共和国产品质量法》将正式实施。这项法令给农化企业带来的保护与影响是前所未有的,它为企业创造了更规范、更广阔的生存空间。众所周知,我国的农化企业众多,大大小小的化肥企业近1500家,农药企业近2000家。庞大的企业群体生产出了大量的产品。众多的产品品牌本身就给质量管理带来了相当大的难度,也相应给假冒伪劣产品带来了很多可乘之机。十几年来,各地假冒伪劣农资产品坑农害农的事件屡屡发生,虽然有关执法机构和农化企业为打击假冒伪劣产品付出了巨大努力,但假冒伪劣农资产品却屡禁不止、屡打不绝。究其原因有如下三点:
