近几年国营林场进行改革,落实承包责任制,基本上改变了分配上的“大锅饭”,生产上的“大呼隆”,调动了林场职工的劳动积极性。但据调查,在落实山林承包责任制方面一方面取得了不少经验,另一方面由于林业生产周期长、经营范围广,有些问题一时难以解决。为深化国营林场的改革,特提出如下问题和大家共同研究,希望能有助于加快改革的步伐。
In recent years, the state-owned forest farms have been undergoing reforms and the system of contract responsibility has been implemented. Basically, they have changed the “big pot” of distribution and the “big talk” in production, arousing the enthusiasm of the staff in the forest farms. However, according to the survey, a lot of experience has been gained in the implementation of the contract responsibility system of mountain forests. On the other hand, due to the long period of forestry production and the wide range of business operations, some problems can not be solved in a single moment. In order to deepen the reform of state-owned forest farms, we put forth the following issues for joint study with all of them, hoping to help speed up the pace of reform.
