In the early 20th century, Liang Qichao comprehensively discussed the issue of the foreign debt that had had a complicated impact on the late Qing dynasty. In particular, the analysis of the political conditions necessary for borrowing foreign debts embodies Liang Qichao’s unique thinking on the issue of foreign debt in modern China and his strong desire for political reform.
