全国卫生工作会议确定了基层卫生工作要坚持“预防为主”的方针。卫生防疫工作是乡镇卫生院工作的重要组成部分，其特点是工作复杂、量大、时间性强。为使基层卫生防疫工作适应改革开放的需要，切实做好预防保健工作，我们认为基层卫生防疫单位应重点抓好以下几个方面的工作：
