从特区、新区再到综合配套改革试验区,我国在国家层面上推进的地方改革试点正在进入全新阶段。目前国家级综合配套改革实验区的数量已经增加到8个,并基本形成东中西部互动的试点格局。在改革的具体任务和分工上,8个综合配套改革试点地区也各有侧重:上海浦东新区、天津滨海新区、深圳经济特区,主要对加快开发开放,率先完善社会主义市场经济体制进行全面改革探索;武汉城市圈、长株潭城市群,开展以资源节约型和环境友好型社会建设为主要内容的改革试验;重庆市和成都市的改革重点是统筹城乡发展;沈阳经济区的改革主题是新型工业化。与经济特区设立初期国家给予一定的优惠政策和财政支持不同,综合配套改革试点地区都不再拥有特殊政策,而只拥有改革先行先试的权力。几年来,各综合配套改革试验区对制约经济社会发展的重点难点问题进行了改革探索,在转变政府职能、调整产业结构、深化金融体制改革、提升对外开放水平、统筹城乡发展、建设资源节约型和环境友好型社会等方面取得了积极进展和突破。

Different from the preferential policies and financial support given by the countries in the early days of the SEZs’ establishment, the Pilot Areas for Comprehensive Supporting Reform no longer have special policies, but only have the power to reform first to try first. Over the past few years, the comprehensive reform pilot zones have carried out reform and exploration on the key and difficult issues that restrict economic and social development. They are trying to transform the functions of the government, adjusting the industrial structure, deepening the reform of the financial system, upgrading the level of opening up to the outside world, coordinating the development of urban and rural areas, and building a resource- And environment-friendly society has made positive progress and breakthroughs.
