对于新常态,有人从增长要素与增长速度的关系上去认识,也有人从经济发展的阶段性特征去说明。实际上,经济增长速度的变化并不是评判常态新旧的关键性特点,同样,仅从经济发展的个别方面去界定新常态的阶段性特征也是远远不够的。应该运用历史唯物主义观点,从经济发展的阶段性特征去认识新常态,从生产力和生产关系的矛盾认识新常态的本质特征,继而找出新常态下进一步深化改革、调整发展战略的方法。
For the new normal, some people recognize the relationship between the growth factor and the growth rate, while others indicate it from the stage characteristics of economic development. In fact, changes in the rate of economic growth are not critical features that judge the normality and the newness. Likewise, it is not enough to define the periodic characteristics of the new normal from only the individual aspects of economic development. We should use the view of historical materialism, recognize the new normal from the stage characteristics of economic development, recognize the essential characteristics of the new normal from the contradiction between productive forces and relations of production, and then find out ways to further deepen the reform and adjust the development strategy under the new normal.
