Over the past few years, with the deepening of reforms, the state has implemented various forms of contracted operating responsibility systems, lease operations, and joint-stock systems based on the principle of decentralization of power, expansion of enterprise autonomy, and implementation of the responsibility system of factory managers and separation of ownership and management rights. Such reform measures have simplified and clarified the relationship between the state and the enterprise, and provided a relatively relaxed external environment for enterprises to improve their operating mechanisms. From the internal perspective of the company, as of the end of 1987, 79.3% of companies in the light industry system had implemented various forms of contracting, leasing, joint-stock, and other forms of business operations; at the same time, they also implemented a variety of internal support reforms to improve business operations. The mechanism opened up the road, laid a good foundation, and promoted the development of production.
