ICANN即The International Corporation forAssigned Names and Numbers,是一个负责分配域名和IP地址等互联网资料的国际组织,成立于1998年。ICANN所管理的资源都是互联网运行所必须的基本资源:DNS、IP地址、TCP/IP协议、根服务器。因此,它所制定的各种政策、做出的各项决定与互联网的平稳运行息息相关。在某种意义上,ICANN所管理的资源关系到一个国家、一个社会在虚拟空间的主权。而目前国内对这个机构的运作方式,甚至对这个机构本身还知之甚少。本文力求系统整理有关ICANN的资料,把ICANN的背景资料,特别是I—CANN的最新动态介绍给国内。
ICANN, or The International Corporation for Assigned Names and Numbers, is an international organization responsible for the distribution of Internet data such as domain names and IP addresses. It was established in 1998. The resources that ICANN manages are all the basic resources necessary for the operation of the Internet: DNS, IP addresses, TCP / IP protocols, root servers. Therefore, the various policies it makes and the decisions it makes are closely linked to the smooth operation of the Internet. In a sense, ICANN manages the resources that govern the sovereignty of a country, a society in a virtual space. At present, the domestic operation of this institution is not known even to this institution itself. This article seeks to systematically compile information about ICANN and introduce ICANN background information, especially the latest developments in I-CANN, to China.
