随着改革的深化,企业转轨建制步伐的加快,职工下岗问题更加突出起来。特别是今年要以纺织行业作为困难企业深化改革和扭亏解困的突破口,实行减员增效,所以下岗人员中女性占有很大比例。认真做好下岗女职工工作,对于维护社会稳定,保证经济体制改革的顺利进行,有着重要的现实意义。 关于职工下岗问题,党的十五大报告指出:“随着企业改革深化、技术进步和经济结构调整,人员流动和职工下岗是难以避免的。这会给一部分职工带来暂时的困难,但从根本上说,有利于经济发展,符合工人阶级的长远利益。”

In particular, this year we should take the textile industry as a breakthrough point for deepening the reform and turning around deficits for the difficult enterprises in the textile industry, and implement downsizing and efficiency enhancement so that women in laid-off workers account for a large proportion. Conscientiously doing a good job of laid-off women workers has an important and practical significance for maintaining social stability and ensuring the smooth progress of economic structural reform. With regard to the issue of laid-off workers, the report of the 15th National Congress of the Communist Party of China pointed out: “With the deepening of enterprise reform, technological progress and economic restructuring, personnel turnover and laid-off workers are unavoidable. This will create some temporary difficulties for some employees, In essence, it is in the long-term interests of the working class to be conducive to economic development. ”
