吉林省从2006年开始开展对省政府工作部门的绩效评估工作。随着吉林省政府工作部门绩效评估机制的不断完善,初步形成了执行功能与改进功能相结合、内部评估和外部评估相结合、定性评估与定量评估相结合、激励机制和约束机制相结合的“四结合”特点。反映了地方政府对政府绩效评估机制的理论认识,在实践中也取得了相应的效果和有益的经验。
Since 2006, Jilin Province has carried out the performance evaluation of the provincial government departments. With the continuous improvement of the performance evaluation mechanism of government departments in Jilin Province, a combination of executive function and improvement function has been formed. The combination of internal and external evaluation, the combination of qualitative and quantitative evaluation, the combination of incentive and constraint mechanisms, “Four combined ” features. Reflects the local government’s theoretical understanding of the government performance evaluation mechanism, and has also achieved corresponding effects and useful experiences in practice.
