在我国已经成为世界第三大经济体,外汇储备高达近2万亿美元的国力条件下,社会福利制度发展需要在澄清一些思想理论问题的基础上,针对以下四个基本问题展开讨论。
Under the condition that our country has become the third largest economy in the world and the foreign exchange reserves reach as high as nearly 2 trillion U.S. dollars, the development of the social welfare system needs to clarify some ideological and theoretical issues and discuss the following four basic issues.
