长期以来,我国收费公路一直以车辆核定装载质量为依据,按照车型分类的方式收取车辆通行费。实践证明,这种收费方式存在严重弊端,货车普遍存在以“大吨小标”方式偷逃国家规费的问题。而车辆超载运输对交通安全、道路维护、运输市场和汽车生产秩序造成极大危害。2004年,交通部出台了《收费公路试行计重收费指导意见》,将货运车辆的收费方式由过去依据车辆核定装载质量和车型分类来收取车辆通行费的方式,改为以实地测量的车货总重量为依据,计重收取车辆通行费,以经济手段抑制超载。业内人士分析,随着计重收费范围的扩大,未来几年,大吨位、大功率、高效率的重型卡车将得到市场追捧,成为物流运输的主流车型。计重收费将给运输车辆市场带来重大变化。
