党的十六届四中全会提出构建社会主义和谐社会,以人为本、构建和谐校园也就成了时代发展的必然。何谓和谐校园?和谐校园是有一种以和衷共济、协调发展为核心的素质教育模式;学校教育要素全面、自由、协调、整体优化的育人氛围;学校教育各要素间协调运转;形成学校教育与社会教育、家庭教育和谐发展的教育合力,构成以学生发展、教师发展、学校发展为宗旨的整体效应。
