目的:了解新型农村合作医疗信息公开现状,剖析存在问题与不足,提出规范性建议,为政府制订信息公开制度规范提供依据。方法:对全国第一批试点县(西藏自治区除外)和全国先进试点县进行信息公开情况状况信函调查,在安徽省进行信息公开情况典型调查。结果:90%以上县均设立了信息公示栏,信息公开内容主要侧重于补偿信息、方式较为单一,相应的举报投诉反馈机制尚未完全建立。结论:目前的信息公开有待完善与优化,应明确信息公开主体、规范信息公开内容、拓宽信息公开与反馈渠道、建立信息反馈与处理机制、加强新农合信息系统建设,从而健全与规范新型农村合作医疗信息公开制度。
OBJECTIVE: To understand the status quo of new rural cooperative medical information disclosure, analyze the existing problems and deficiencies, and put forward normative suggestions to provide the basis for the government to formulate the information disclosure system. Methods: The first batch of pilot counties in the country (except Tibet Autonomous Region) and the national advanced pilot counties to conduct a letter of information open situation investigation in Anhui Province to conduct a typical survey of information disclosure. Results: Over 90% of the counties set up information bulletin boards. The content of information disclosure mainly focused on compensation information with a single method, and the corresponding feedback mechanism for reporting complaints was not yet fully established. Conclusion: At present, the information disclosure needs to be improved and optimized. The main body of information disclosure should be clarified, the content of information disclosure should be standardized, the channels of information disclosure and feedback should be widened, the information feedback and handling mechanism should be established, the construction of NCMS information system strengthened, and the new rural Cooperative medical information disclosure system.
