张春贤部长在今年全国交通工作会议上指出:党的十六届三中全会精神是今后较长一段时期交通工作的指导方针。我们必须坚持以人为本,树立全面、协调、可持续的发展观,解决经济周期上升阶段出现的交通运输“瓶颈”制约。立足当前,着眼长远,保持交通持续快速健康发展。当前交通工作存在的突出问题,表现在“一个不适应,”即交通建设不适应经济社会发展的需求;“五个落后于”就是管理落后于新形势、道路运输落后于公路建设、改革落后于发展、认识落后于实践和交通安全落后于经济社会全面发展的更高要求。并提出“我们要清醒地认识和深入思考这些问题,认真加以解决”。

The “five backwardness” means that management falls behind the new situation, the road transport lags behind the road construction, and the reform lags behind Development and understanding lag behind practice and traffic safety lag behind higher requirements for the all-round economic and social development. And put forward “we should clearly understand and think deeply about these issues and conscientiously solve them.”
