目的:分析2006—2013年我国乡镇卫生院投入与产出情况,评估全要素生产率。方法:收集各年度“中国卫生统计年鉴”以及各类卫生统计月报、季报等乡镇卫生院相关资料,采用DEA方法中的Malmquist指数模型测算乡镇卫生院全要素生产率变化情况。结果:2006—2013年我国乡镇卫生院排序靠前多数为东部省市,2006—2013年我国乡镇卫生院生产率指数均值1.058,技术进步指数平均值1.042,技术效率指数平均值1.016,2006—2013年间我国乡镇卫生院卫生服务效率保持增长,技术进步是增长的主要原因。结论:要继续加大对中西部地区的卫生资源投入;东部地区乡镇卫生院的发展要注重卫生资源的优化配置。
Objective: To analyze the input and output of township hospitals in China from 2006 to 2013 and evaluate the total factor productivity. Methods: The data of township clinics such as “China Health Statistical Yearbook” and all kinds of health statistical monthly reports and quarterly reports were collected, and the changes of total factor productivity of township hospitals were estimated by Malmquist index model of DEA method. Results: Most township hospitals in China ranked from 2006 to 2013 as the eastern provinces and cities. From 2006 to 2013, the productivity index of township hospitals in China was 1.058, the average of technical progress index was 1.042 and the average of technical efficiency index was 1.166 between 2006 and 2013 The efficiency of health services in township hospitals in our country keeps increasing, and technological progress is the main reason for its growth. Conclusion: It is necessary to continue to increase investment in health resources in the central and western regions; the development of township hospitals in the eastern region should focus on the optimal allocation of health resources.
