据山西省合作社联合社与长治专区财委会报告称:长治专区供销社仓库,于六月二十八日夜失火,烧毁楼房九间及火柴、棉花、纸烟等二十五种商品,除抢救一部货物外,共损失人民币二亿八十七百一十万零二千四百零三元。经省社与华北总社派员和专社与公安局共同研究失火原因系房檩塌下压着火柴而起火,致造成重大报失,从领导上检查,有以下几点教训:一、专社负责干部(包括货栈)对社员与人民财产爱护管理的责任心不够,明知此房不坚固,并已发生毛病,还不加以修理,或将货物转移,反而继续增加货物,从而房坏,发生事故。二、保管上不钻研业务,没把易燃火货物(如棉花等)与火柴严格分开保存。三、没有很好的防火设备,虽然置有一个灭火器,但不会使用。四、保卫与保管制度不健全不严格,领导也没很好注意检查,以致引起了不必要的损失。基于以上情况,我们认为由于该社领导上的疎忽及保管人员的责任心不够,致使该区合作事业的开展及国家财产遭致重大的损失。除令该
