我国煤层气开发目前仍处于起步阶段,产业化开发规模和实际使用量都很小,开发和运营机制方面也有许多难题需要攻克。应借鉴国内外的成功经验,加快全国煤层气开发利用步伐。“十二五”应进一步统筹能源发展规划,促进煤层气开采和煤炭开采两个产业的协调发展;完善激励政策,逐步理顺煤层气的价格机制,尽快解决开采和运营成本高等问题;加强输气管网建设,将煤层气更便捷地引入千家万户,造福百姓。—国土资源部能源评估专家仲伟志
China’s CBM development is still in its infancy, the scale of industrialization development and the actual use of small, there are many development and operational mechanisms need to overcome the problem. We should learn from the successful experience at home and abroad to speed up the pace of coalbed methane development and utilization throughout the country. In the 12th Five-Year Plan, energy development planning should be further co-ordinated to promote the coordinated development of CBM mining and coal mining; improve the incentive policies and gradually rationalize the CBM price mechanism so as to solve the problems of high exploitation and operation costs; Strengthen the construction of gas pipelines and bring CBM more easily to all households for the benefit of the people.
